MEMORANDUM <br /> TO: CITY COUNCIL <br /> FROM: SANDY PEINE <br /> DATE: JANUARY 4, 2005 <br /> SUBJECT: TRANSIENT MERCHANT ORDINANCE <br /> The attached transient merchant ordinance addresses peddlers, solicitors and <br /> transient merchants. According to state law we cannot license solicitors. The <br /> ordinance requires a City license for peddlers and transient merchants. The <br /> City fee is $25.00 per day. <br /> The license addresses the following major issues: <br /> 1. No operation of a transient merchant license on public property. <br /> 2. Operation on private property will require written permission of the <br /> property owners. <br /> 3. No overnight storage of transient merchant equipment or merchandise <br /> is permitted. <br /> 4. The space used by the transient merchant shall not exceed the space <br /> needed for the existing business at the site and the merchandise display shall <br /> not occupy more than 100 square feet. <br />
