December 23,2004 COMMUNITYGROWTH 1 N S T I T U T E Mayor and City Council City of Pequot Lakes PO Box 361 Pequot Lakes,MN 56472 Re: Planning and Zoning Services Proposal Dear Mayor and Council: We at the Community Growth Institute are pleased to submit a proposal to continue to provide planning services for the City of Pequot Lakes. As in years past,we will continue to provide assistance generally in accordance with the attached schedule. We will still attend regular Planning and Zoning meetings and prepare a detailed staff report for each application. We will also attend Council meetings, as needed,to address planning issues or concerns you may have. We have an excellent working relationship with your full-time staff and will continue to provide assistance as requested. We propose to provide these planning services at our discounted(25%)hourly rate of $59. Mileage for meetings is $0.38 per mile and expenses are billed at cost(no markup). Although the total expense you will incur will be related to the number of applications you receive,we anticipate a budget of$14,800. We will continue to track our expenses closely and work with the City Clerk to seek reimbursement from applicants where your ordinance directs. For 2005,we are proposing some changes to the service we offer: • The Community Growth Institute has opened an office in downtown Brainerd. We are now offering walk-in service in addition to having staff available during business hours to provide prompt response to inquiries. • We have added two full-time planners to our Brainerd Lakes staff. Throughout the year,we will seek to integrate our entire professional staff into the service we provide the City of Pequot Lakes. We want to have multiple people up-to-date on Pequot Lakes issues and prepared to answer questions so we can continue to decrease our response time. • We have added Linda Halverson to our staff. She works in our Brainerd office as an administrative assistant. Where the situation allows,we will use Linda to supplement our efforts. Her time is billed at an hourly rate of$31. • In response to a number of requests,we are now able to offer a toll free phone number.
