City Council Minutes <br /> April 17, 2007 <br /> Page 2 of 4 <br /> ----------------------------- <br /> COUNCIL MEMBER ORASKOVICH MOVED TO RENEW THE 2007 <br /> BLADC CONTRACT AT $6,350. COUNCIL MEMBER RYAN <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> It was the consensus of the Council to table a decision on the 2020 <br /> program until the program is further developed at which time the Council <br /> may reevaluate its decision. <br /> 4. Audit Presentation <br /> The City's Auditor, Doug Host from Larson Allen, presented the 2006 <br /> Audit to the Council. The Auditor noted that the financial condition of the <br /> City is continuing to improve. Mr. Host discussed the useful life of capital <br /> assets in the WaterMastewater department. He noted that the <br /> depreciation is at 20 years and noted that it may be advantageous for the <br /> City to reassess the true useful life. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE 2006 AUDIT <br /> AS PRESENTED. COUNCIL MEMBER RYAN SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> 5. Open Meeting Law <br /> The City's Insurance Agent Mark Jurchen presented open meeting law <br /> training for the Council. Mr. Jurchen spoke specifically about electronic <br /> and telephone communication between Council Members. He noted that <br /> the City should adopt open meeting law guidelines for the Council. <br /> 6. Presentation by First Responders <br /> Jeremie Bridge, president of the North Crow Wing County First <br /> Responders, spoke to the Council regarding the service the organization <br /> provides to the City of Pequot Lakes and surrounding communities. He <br /> indicated that the group is a not for profit 501 C3 organization and stated <br /> that they are funded through donations. Mr. Bridge noted that about 63% <br /> of the calls are in the Pequot Lakes City limits. He asked the Council if <br /> they were interested in contributing toward the organization. <br /> The Council questioned Mr. Bridge as to the structure, the budget <br /> process, and the by-laws of the organization. Mr. Bridge noted that the <br /> organization does have a treasurer responsible for the budget, they hold <br /> meetings, have minutes of the meetings and operate by a set of by-laws. <br />
