City Council Minutes <br /> April 17, 2007 <br /> Page 3 of 4 <br /> ----------------------------- <br /> COUNCIL MEMBER SJOBLAD MOVED TO DONATE $3,000 TO THE <br /> NORTH CROW WING COUNTY FIRST RESPONDERS TO COME <br /> FROM THE COUNCIL CONTINGENCY FUND. COUNCIL MEMBER <br /> NAGEL SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 7. Water/Wastewater Rate Study <br /> The Clerk noted that the City has received four proposals for the <br /> water/sewer rate study. Proposals were received from Carl Brown <br /> Consulting, WSN, Ehlers and Associates, and Advanced Engineering and <br /> Environmental Services. She explained that a committee has reviewed the <br /> proposals and is recommending that the Council hire Ehlers and <br /> Associates to perform the study. The Clerk noted that the City will need to <br /> work with WSN as a component of the study. <br /> COUNCIL MEMBER RYAN MOVED TO HIRE EHLERS AND <br /> ASSOCIATES TO PERFORM THE UTILITY RATE STUDY AS <br /> PROPOSED. COUNCIL MEMBER NAGEL SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 8. Meeting Time for Highway 371 Meeting <br /> MAYOR MALECHA MOVED TO HOLD THE JOINT HIGHWAY 371 <br /> MEETINGS THE FIRST TUESDAY OF THE MONTH FROM 5:00 P.M. <br /> TO 6:30 P.M. COUNCIL MEMBER ORASKOVICH SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> 9. Business Park Lot Discussion <br /> The Clerk noted that the Clerk's Office and BLADC have been receiving <br /> requests to sell Business Park lots 1-5 of Block 2. She noted that these <br /> lots may be affected by the alternate highway route. The Clerk questioned <br /> how staff should respond regarding purchase inquiries. Council Member <br /> Ryan noted that the revenue from the lots must be used to satisfy bond <br /> requirements for the infrastructure improvements. If the revenue from the <br /> sale of the lots is not received, the City must levy to pay the bond. <br /> Following discussion by the Council, it was the consensus of the Council <br /> not to take the lots off of the market, however, when there is a request for <br /> a lot sale, a disclosure should be made regarding the possibility of the <br /> highway route affecting the lots sometime in the future. <br /> 10. Payment of Bills <br />
