COMMUNITYGROWTH <br /> I N S T I T U T E <br /> November 27, 2006 <br /> Mayor and City Council <br /> City of Pequot Lakes <br /> 4638 County Road ii <br /> Pequot Lakes, MN 56472 <br /> Re: Planning Commission Report <br /> Dear Mayor and City Council, <br /> The Planning Commission met for their regularly scheduled October meeting where they held <br /> three public hearings — one was tabled for more information and one was already forwarded to <br /> the Council for review. The Planning Commission is forwarding the following recommendation <br /> for your consideration: <br /> i. HEARING: Rezoning from Residential and Commercial to Shoreline <br /> Residential, City of Pequot Lakes. <br /> The subject properties are located just south of downtown, bordered by State Highway 371 <br /> on the east and Sibley Lake on the west. The eight properties range in size from roughly 2 <br /> acres to over 16 acres in size, with the majority of them measuring between 8 and 10 acres. <br /> Some of the properties have dwellings along the lake, while two of the properties have <br /> businesses along the highway. Other property owners have expressed interest in developing <br /> their properties for commercial uses. <br /> These properties were pulled out of the City-wide rezoning because of their frontage on both <br /> Sibley Lake and Highway 371. Under the previous Ordinance, the properties were zoned <br /> Residential with the eastern portion of the properties zoned Commercial. The proposed <br /> rezoning is to Shoreline Residential entirely. This is their separate public hearing to rezone <br /> their properties to a classification in compliance with the new Land Use Ordinance. The <br /> property owners that own businesses have indicated a desire to rezone the properties along <br /> State Highway 371 to a Commercial zoning classification. This hearing is continued from the <br /> October meeting,where Staff was directed to revise the proposed rezoning. <br /> THE PLANNING COMMISSION IS UNANIMOUSLY RECOMMENDING THAT <br /> THE PARCEL IDs 290224iooA00009, 290224iooB00009, 290224100Co0009, <br /> 290224iooDAo889, 290224iooFAo889, AND 290224304B00009 BE <br /> REZONED TO COMMERCIAL THROUGH AN AREA EXTENDING 60o FEET <br /> FROM THE EASTERN PROPERTY BOUNDARY WITH STATE HIGHWAY 371, <br /> WITH THE WESTERN REMAINDER OF THE PROPERTIES REZONED TO <br /> SHORELINE RESIDENTIAL. THE PLANNING COMMISSION FURTHER <br /> RECOMMENDS THAT PARCEL ID 290224iooDB0009 BE REZONED TO <br /> RECREATIONAL. THESE RECOMMENDATIONS ARE BASED ON THE <br /> FOLLOWING FINDINGS OF FACT: <br /> 1. The proposed rezoning to Shoreline Residential would be consistent with the City's <br /> Comprehensive Plan as the properties are adjacent to shoreline and some of them are <br /> residential in character. <br /> 2. The proposed rezoning to Shoreline Residential is mostly consistent with the Future <br /> Land Use Map,which designates the area adjacent to the shore as Shoreline Residential. <br />
