. EXPLANATION OF ZONING FEES
I have been asked to explain how we inform applicants of fees they may be charged.
I have drafted the following paragraph to include in the letter we send to the applicant
after receiving an application and determining that the application is complete.
Councilman Bolz-Andolshek reviewed this and offered constructive comments. His
help with this is much appreciated.
Your Application Fee of$480.00 is based on average processing and review
costs for land use applications. When costs exceed the original application
fees, the applicant shall reimburse the City for any additional costs. Such
expenses may include, but are not limited to,payroll, mailing costs, consultant
fees and other professional services the City may need to obtain in reviewing
permits. As an example, the City Engineer, City Attorney and City Planner
track their time on each application. The City Engineer's fees range from
$85.00 to $125.00 per hour, depending on the expertise needed. The City
Planner's fee is $62.00 per hour. The City Attorney's fee is $125.00 per hour.
Any special meetings attended by any of them would also include mileage. The
City will contact the applicant when the City becomes aware ofpotential
additional costs to the applicant. The City may withhold final action on a land
use application and/or hold the release of a construction permit until all fees
are paid.
In addition, I have been asked to explain how we inform people who receive violation
letters that they may be charged fees for remedying their violation. Over the past year
we have added the following sentence to our violation letters:
You will also be responsible to reimburse the City for any expenses incurred in
remedying this violation.
I would suggest including the following in the paragraph that describes failure to
comply with the Ordinance:
You will also be responsible to reimburse the City for any expenses incurred in
remedying this violation. This would include any consultant fees or other
professional services that City Staff determines is necessary, including but
not limited to the City Planner at$62.00 per hour, the City Engineer at$85.00
to $125.00 per hour or the City Attorney at$125.00 per hour.
