City Council Worksession July 18, 2006 Page 2 ---------------------------------- It was suggested that it may be premature to adopt this plan until the Highway 371 decision is made as the access points on the highway will affect the plan. It was the consensus of those present that the plan be called a "Road Plan," and that it be referred to the Planning Commission for a recommendation to the Council. STORM DRAINAGE UTILITY FEE The Planning Commission Members left at this time. Council Member Nagel also left the meeting at this time. City Engineer Tim Houle explained that the Council discussed the issue of implementing the storm drainage utility fee to Pequot residents in the old Sibley Township. He noted that at the February 7, 2006, Council meeting the Council requested a special meeting to discuss how to fairly charge property owners for this fee. Tim reviewed the present fee structure. The Council discussed the issue of how to charge this fee to the rural residential properties. It was suggested that these properties be charged the same as the existing residential rate. Discussion took place whether this was fair due to the fact that the acreage is much larger than those in the urban area. It was also noted that the impervious area was less on a larger parcel. The Council requested the City Engineer to run some preliminary figures for rural residential classification. The Council suggested adding a category for low density non residential and requested the City Engineer to run preliminary figures for this classification. It was suggested that the current ordinance be amended to replace the verbiage of"storm sewer system" to "storm water drainage system."
