City Council Worksession <br /> July 18, 2006 <br /> Page 2 <br /> ---------------------------------- <br /> It was suggested that it may be premature to adopt this plan until the Highway <br /> 371 decision is made as the access points on the highway will affect the plan. <br /> It was the consensus of those present that the plan be called a "Road Plan," and <br /> that it be referred to the Planning Commission for a recommendation to the <br /> Council. <br /> STORM DRAINAGE UTILITY FEE <br /> The Planning Commission Members left at this time. Council Member Nagel also <br /> left the meeting at this time. <br /> City Engineer Tim Houle explained that the Council discussed the issue of <br /> implementing the storm drainage utility fee to Pequot residents in the old Sibley <br /> Township. He noted that at the February 7, 2006, Council meeting the Council <br /> requested a special meeting to discuss how to fairly charge property owners for <br /> this fee. Tim reviewed the present fee structure. <br /> The Council discussed the issue of how to charge this fee to the rural residential <br /> properties. It was suggested that these properties be charged the same as the <br /> existing residential rate. Discussion took place whether this was fair due to the <br /> fact that the acreage is much larger than those in the urban area. It was also <br /> noted that the impervious area was less on a larger parcel. The Council <br /> requested the City Engineer to run some preliminary figures for rural residential <br /> classification. <br /> The Council suggested adding a category for low density non residential and <br /> requested the City Engineer to run preliminary figures for this classification. <br /> It was suggested that the current ordinance be amended to replace the verbiage <br /> of"storm sewer system" to "storm water drainage system." <br /> Adjournment <br /> There being no further business, the meeting was adjourned. <br /> The meeting of the City Council adjourned at 8:30 p.m. <br /> Respectfully submitted, <br /> c <br /> Sandra A.
