City Council Minutes
May 2, 2006
-----------------------------
Department for$5,000. The vehicle will be used by Deputy Chief Ryan.
He noted that the value of the vehicle and equipment is $20,200.
COUNCIL MEMBER BOLZ-ANDOLSHEK MOVED TO PURCHASE THE
DODGE DURANGO FROM THE WHITE EARTH TRIBAL POLICE FOR
$5,000. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION.
MOTION CARRIED 6-1. COUNCIL MEMBER GREER OPPOSED.
13. Other Business
Council Member Ryan stated the following:
Weekend checks of lift stations and water tests take approximately 45
minutes to an hour on each weekend day. The current practice in the
WaterJWastewater department is to charge three hours of work for these
activities. Many times it is charged as overtime on time sheets. The result
is that whoever is on call and does this weekend work, is paid for 6 hours
at time and one-half or takes straight time off during the week.
COUNCIL MEMBER RYAN MOVED THAT IT IS THE EXPECTATION
OF THE PEQUOT LAKES CITY COUNCIL THAT OVERTIME IN THE
WATERIWASTEWATER DEPARTMENT BE KEPT TO THE BARE
`. MINIMUM AND THAT NO OVERTIME BE CHARGED UNLESS THERE
ARE EXTENUATING CIRCUMSTANCES OR EMERGENCIES. STAFF
AND COUNCIL MEETINGS AND OTHER ORDINARY AND REGULAR
WORK PERFORMED IN THE DEPARTMENT DOES NOT CONSTITUTE
JUSTIFICATION FOR SPECIAL CIRCUMSTANCES. EVERY EFFORT
SHOULD BE MADE TO ADJUST STAFF SCHEDULES IN SUCH A
WAY THAT IT DOES NOT CREATE OVERTIME. IN ADDITION, THE
POLICY SHOULD BE APPLIED CONSISTENTLY TO ALL STAFF IN
THE DEPARTMENT. COUNCIL MEMBER BOLZ-ANDOLSHEK
SECONDED THE MOTION. MOTION CARRIED 7-0.
COUNCIL MEMBER RYAN MOVED THAT WEEKEND WORK SHOULD
BE PAID FOR ACTUAL TIME WORKED. BEING OCCASIONALLY ON
CALL IS PART OF THE JOB AND IS NOT SEPARATELY
COMPENSATED, UNLESS THERE IS AN ACTUAL CALL OUT, WHICH
SHALL BE APID AT THE NORMAL RATE FOR TWO HOURS MINIMUM
AND MORE IF ACTUALLY WORKED TO RESOLVE THE PROBLEM.
COUNCIL MEMBER BOLZ-ANDOLSHEK SECONDED THE MOTION.
MOTION CARRIED 7-0.
