MEMORANDUM <br /> TO: MAYOR AND CITY COUNCIL AND STAFF <br /> FROM: TIM HOULE, CITY ENGINEER <br /> DATE: MAY 2, 2006 <br /> SUBJECT: MNDOT'S PROPOSED 4-LANE TH 371 IMPROVEMENTS <br /> Now that we have a draft Road Plan (we still need input from the Council and P&Z to <br /> finish this -we have only received feedback from Council Member Sjoblad),we need to <br /> discuss tonight finalizing a City version of a final layout on MnDOT's proposed TH 371 <br /> Improvements. <br /> These are the comments I am aware of/have heard of recently: <br /> 1. Some kind of access (at least a right-in/right-out) on the west side between CR <br /> 168 and the Brunes-Royce Addition as well as R/W back to the west service road. <br /> 2. Open up access to Derksen Road (and across the Paul Bunyan Trail). My <br /> understanding as to why this was closed was it was kind of a trade-off for keeping the <br /> east service road east of the Paul Bunyan Trail (PBT) and the multiple private driveway <br /> crossings of the PBT north of(the north leg of) CR 107. <br /> 3. Conduit for future traffic signals under the intersections with CR 168/CR <br /> 107 and Morehouse Drive. I have heard that instead of putting in conduit now and not <br /> quite guessing correctly as to where the future signal poles/bases go, they will directional <br /> bore in the conduit in the future. <br /> 4. Some kind of access at Sibley Street (UBC corner). The closing of Sibley as a <br /> thru street in front of the UBC and the service road to the north of the UBC was worked <br /> out previously via discussions amongst the Mayor, UBC, the City's TH 371 Committee, <br /> the DNR, and MnDOT. I spoke with Jim Hallgren at MnDOT and he is scratching his <br /> head on what options MnDOT is supposed to draw up/present to the City. <br /> 5. Langenbaugh's arrangement for their entrance as well as access to the north. <br /> There may be other issues. No matter how many outstanding issues there are, I believe <br /> we need to come to some kind of conclusion at tonight's Council meeting. We have <br /> hashed over this plan and have already probably beaten a dead horse enough. We can go <br /> on talking over options - and there are numerous ones -but we have to make a decision at <br /> �, some point.
