Special City Council Meeting Minutes <br /> August 22, 2006 <br /> Page 3 of 3 <br /> ------------------------------------------------- <br /> purchasing right-of-way for a future interchange; some sort of at-grade <br /> intersection on the north that could or could not incorporate County Road 112 as <br /> it ties back into the existing Hwy 371 alignment). He noted that the speed on the <br /> by-pass would be 65 to 70 miles per hour. The by-pass route was discussed by <br /> the Council. <br /> Council Members Bolz-Andolshek and Pfeiffer indicated they are still in favor of <br /> continuing to pursue the through town route. Council Member Nagel stated he <br /> would like to see cost estimates for a by-pass route. Mayor Malecha indicated <br /> she would like to know what it would cost for the City to enlarge the spray <br /> irrigation field. Council Member Ryan noted that the spray irrigation field is prime <br /> development land that could be used as a continuation of the City's industrial <br /> park and the City would realize a loss in tax revenue if the land was used for a <br /> by-pass. <br /> More discussion pursued regarding alternative 4 of the by-pass option. The <br /> Council indicated that they would like more specifics on the north end of town as <br /> to whether the by-pass access would be at Highway 371 or County Road 112. <br /> Craig Robinson indicated that the by-pass option has operational advantages <br /> over the through-town route; however the cost factor to MnDOT for the by-pass <br /> route is a disadvantage. Craig Robinson also indicated that the ideal long-range <br /> solution for the by-pass is to build three intersections; however, due to the cost, <br /> MnDOT is proposing to initially build three at-grade interchanges. <br /> The Council discussed the timeframe needed for a spray irrigation study. Tim <br /> Houle indicated that it would take about six-months. He suggested that the <br /> MPCA talk to the Council regarding the process. The Council requested MnDOT <br /> to determine how much land is needed from the spray irrigation fields for the <br /> proposed by-pass route. <br /> It was the consensus of the Council to contact the MPCA and invite them to <br /> speak to the Council about the process of the spray irrigation study and also to <br /> have MnDOT inform the Council as to the number of acres in the spray irrigation <br /> field that would be impacted with the by-pass route. <br /> COUNCIL MEMBER BOLZ-ANDOLSHEK MOVED TO ADJOURN THE <br /> MEETING. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br /> MOTION CARRIED 7-0. <br /> VndPeine <br /> City Clerk <br />
