The Council had passed a resolution for
the through-town route in 2004. MnDOT has since been working in good faith
with the City to work out issues on the through-town route. In June of 2006,
MnDOT received a resolution from the City supporting the by-pass route.
Jim Hallgren indicated that MnDOT has reanalyzed the project since receiving
the new resolution. He indicated that not much has changed since the analysis.
The by-pass is more costly for MnDOT. However, the construction cost for both
routes would be similar. The added cost to MnDOT for the by-pass would be the
right-of-way acquisition. He noted that with the new legislation regarding eminent
domain could immensely increase the cost to acquire right-of-way.
