The site can support the proposed density as presented. This is verified through the <br /> detailed construction plans that have been submitted. <br /> 48.The applicant has indicated that they are establishing an association to which <br /> membership will be mandatory. <br /> THE PLANNING COMMISSION FURTHER RECOMMENDS THAT THE <br /> FOLLOWING CONDITIONS BE INCLUDED WITH APPROVAL OF THE CUP: <br /> 1. The submitted plans shall be constructed as presented. Any alterations shall be <br /> discussed with Zoning Staff prior to construction. If the staff feels the alteration is <br /> significant,it shall go to the Zoning Board for review prior to proceeding. <br /> 2. Prior to occupancy of the property,the property owner shall notify the City Zoning <br /> Office so that an inspection of the lighting can be performed. Lighting shall meet the <br /> standards for glare and illumination contained in the Ordinance. <br /> 3. Improvements to Hurtig Road shall be completed within 12 months of Conditional <br /> Use Permit approval as per the direction of Mike Loven,or his representative,with <br /> the City of Pequot Lakes. <br /> 4. Improvements to County Road 168 shall be constructed within 12 months of <br /> Conditional Use Permit approval as per the requirements of the Crow Wing County <br /> Highway Department. <br /> 5. Improvements to Highway 371 shall be made as per the direction of Mn/DOT. <br /> 6. The resort shall develop an internal permitting process to monitor improvements to <br /> the sites that would increase the amount of impervious coverage. Overall impervious <br /> `.. coverage shall not exceed an average of 1,500 square feet per site. The location of <br /> impervious areas shall not be allowed to exceed the design standards for any of the <br /> drainage areas. A report on impervious coverage shall be submitted to the City <br /> annually for review. This program shall be established within the covenants for this <br /> development. The covenants,including this program,shall be reviewed during the <br /> final plat process and shall be modified at that time as per the direction of the <br /> Planning Commission. <br /> 7. The applicant shall pay for the City's expenses for processing this application within <br /> 3o days of this approval or prior to filing for a final plat,whichever is sooner. <br /> 3. HEARING: Preliminary Plat of the RV Resort Village at the Preserve, Dan <br /> Helbling. <br /> The applicant owns 54 acres of property along the west side of Highway 371 a little over two <br /> miles south of downtown Pequot Lakes. A 157-unit Recreational Vehicle (RV) Resort is <br /> proposed for the site. The access to the resort is proposed to be off of Hurtig Road. The <br /> property is zoned Agriculture (AG) and falls within the Recreation Vehicle Resort Overlay <br /> District. Recreational amenities, shared facilities, fenced storage, sewage treatment and <br /> stormwater management are proposed to be provided on site.The project requires a plat in <br /> addition to the accompanying conditional use permit application. <br /> THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDS THAT THE <br /> FINAL PLAT OF THE RV RESORT VILLAGE AT THE PRESERVE BE <br /> APPROVED, BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> 1.
