The land contains areas that are relatively flat with good building sites and other <br /> areas that have difficult terrain, making this site suitable for the Planned Unit <br /> Development approach. There is one wetland that crosses onto the site at the <br /> southeast corner of the property. <br /> 28.The adjacent properties are privately-owned, undeveloped large tracts, with the <br /> exception of: <br /> i. a parcel to the north of lots 84 through 93, which is owned by Jeff Oelke and <br /> has one single-family dwelling,and <br /> ii. a parcel that is completely surrounded by the development, which is owned <br /> by Jerry Grossoehme and has one single-family dwelling. <br /> The highway access and limited development options of surrounding parcels makes <br /> this parcel suitable for the proposed approach. <br /> 29.The parcel is over 54 acres and is non-riparian. It is identified in the Recreational <br /> Vehicle Resort Overlay District as being suitable for the style of proposed <br /> development. <br /> On the CUP Evaluation <br /> 30.The proposed development is an appropriate use in the AG zone within the <br /> Recreational Vehicle Resort Overlay District. <br /> 31. The proposed development does not conflict with the City of Pequot Lakes Land Use <br /> Plan. As indicated in the EAW, the development is consistent with the direction of <br /> the Comprehensive Plan,specifically: <br /> A. The property has a high-redevelopment potential (page 25). This proposal <br /> corrects a market imbalance in a manner that is consistent with the other <br /> aspects of the plan. <br /> B. The development will serve seniors in a way the responds to the anticipated <br /> demands for developments with high-amenities (page 26). This development <br /> contains a number of recreational amenities on site, as well as facilitates a <br /> recreational lifestyle that will appeal to seniors. <br /> C. The development provides for increased economic development opportunities <br /> by responding to the aging and shifting demographics (page 33) identified in <br /> the plan. <br /> D. The development aids in creating the transient population needed to support <br /> a destination downtown(page 37). <br /> E. The project site does not contain any rare species habitat (page 43) or <br /> significant forested areas (page 45). The development avoids significant <br /> and/or sensitive natural resources and is in a suitable area with proper soil <br /> and slope characteristics(page 56). <br /> F. The proposed development retains the existing natural features on the <br /> property by avoiding areas of greatest topographic change and wetlands on <br /> the property (page 56). This is done through clustering of development on <br /> those parts of the site most suitable for development. <br /> G. The advanced sewage treatment proposed for the site is a sustainable <br /> approach that is encouraged in the plan(page 56). <br /> H. The proposed development increases the private recreational opportunities <br /> available within the City(page 64 and 65). <br /> I. The proposed development creates a private resort,which provides affordable <br /> recreational opportunities(page 65). <br /> J. The proposal is along an existing roadway corridor and makes use of existing <br /> transportation infrastructure(page 73). <br /> K.
