Pequot Lakes City Council Meeting <br /> Tuesday, February 07, 2006 <br /> I have given Sandy the COE Fact Sheet for this program and the City's 2001 request <br /> for funding assistance for the $35,000 WWTF Facility Plan (the COE funds 75% of <br /> it, thus the City would have to still come up with$8,750). This 2001 request <br /> estimated about a$1.6 million construction project for replacing the spray irrigation <br /> field with an overall project cost of about$2 million. Due to the passage of time, and <br /> depending on the extent of the improvements and land acquisition involved, these <br /> dollar amounts will change (probably go up). <br /> Applications are due no later than July 31, 2006 to the COE. But the City also needs <br /> to get on MPCA's Project Priority List(PPL)to be considered for the Section 569 <br /> program. <br /> 6. PPL applications and scoring worksheets are due to the MPCA by May 5, 2006. The <br /> worksheet is on the MPCA's website. The City can fill them out and submit or you <br /> can have us assist(we estimate less than $500) the City in filling the forms out and <br /> submitting them. <br /> 7. Review the Draft January 2006 three-page Assessment Policy handout. <br /> 8. Review the four-page handout from the April 21, 1998 Public Meeting on the Storm <br /> Drainage Utility. <br /> 9. Set date for Council (and P&Z?) Workshop to review road system future layout. <br /> 10. Handout and review 2006 Road Improvement proposal. <br /> 11. FYI: In checking around with other communities, there is no set criteria for <br /> determining whether to go with a City assessment approach or a Developer-led <br /> approach. <br /> 12. FYI: I have given Dawn two examples of Developer's Agreements. I also spoke with <br /> Public Works Director Trevor Walter at the City of Baxter. They have several <br /> examples for different situations (ask for Mary). <br /> 13. FYI: We attended the Downtown Plan Meeting where the plan and possible funding <br /> scenarios were presented. <br /> 14. FYI: We provided a quick field review/update to CGI/P&Z on the Keen Addition off <br /> the north side of Lakeside Avenue. <br /> 15.
