The conditional use will result in the destruction, loss or damage of a natural, scenic or historical feature of major significance. 8. The proposed use has the potential to be injurious to the use and enjoyment of existing residences in the area. All of the residences are at least 500 feet from the project site, but associated project noise from general operations has the potential to interfere with the enjoyment of the nearby lake properties. AND BASED ON THE FOLLOWING FINDINGS AS STATED: 1. The use or development does not conform to the Comprehensive Land Use Plan. a. The Comprehensive Plan calls for preservation of a forested gateway into the City (page 16). This proposal would damage the forested gateway by creating an industrial look and feel along a corridor that needs to be preserved for the economic health and social well-being of the community. b. The Comprehensive Plan calls for development that complements, and does not detract from, the natural, scenic and cultural amenities unique to Pequot Lakes (page 16). The `.• proposed development would not complement, and in fact would degrade through intensive development involving a dramatic land conversion, an area of the City that has been identified as an important natural and scenic amenity. c. The Comprehensive Plan identifies the northeast corner of the City as the location for extractive uses (page 37). The benefits of this area, where there are already a number of such uses, are listed as including the availability of material and the relative isolation. The proposed development is in the southwestern quarter of the city, an area that does not have the benefits of relative isolation afforded to development within the northeastern portion of the city. d. The Comprehensive Plan directs the City to preserve the natural, scenic and recreational amenities of the City (page 39) as it provides for long-term growth in the population and the local economy. This proposal does not preserve the natural and scenic amenities that exist on the proposed site. This proposal does not capitalize on the advantages in relative lack of scenic and recreational amenities that locating this type of development in the northeastern corner of the city would provide. e. The Comprehensive Plan identifies the site as containing core `, forest area (page 45). The Plan identifies such forests as rare
