COMMUNITYGROWTH
N S T I T U T E
July 25, 2oo6
Mayor and City Council
City of Pequot Lakes
4638 County Road ii
Pequot Lakes,MN 56472
Re: Planning Commission Report
Dear Mayor and City Council,
The Planning Commission met for their regularly scheduled July meeting where they held six
public hearings. They are forwarding the following recommendations for your consideration:
i. HEARING: Rezoning from Forestry to Forest Management, Parcel
#290134iooA0009, Louann Owens, property owner. The Owens property is
located on the southeast side of Rice Lake, but does not abut the shoreline. The property is
approximately 22.7 acres in size and does not currently contain any improvements.
The property was zoned Forestry under the previous Ordinance, and was placed on the opt-
out list prior to the City-wide rezoning. The proposed new zone for the property is Forest
Management.
THE PLANNING COMMISSION IS RECOMMENDING THAT THE PROPERTY
BY ZONED FOREST MANAGEMENT, BASED ON THE FOLLOWING FINDINGS
OF FACT:
i. The proposed rezoning to Forest Management would be consistent with the City's
Comprehensive Plan which states as policies to protect and enhance natural resources
and open space along with to direct future development away from significant and/or
sensitive natural resources (page 56). The subject property is located adjacent to Lowell
Wildlife Management Area, managed by the Department of Natural Resources.
2. The proposed rezoning to Forest Management is consistent with the Future Land Use
Map,which designates this area as a future Forest Preservation area.
3. The property currently is undeveloped, and is covered with forest stands and wetlands.
4. The proposed rezoning to Forest Management meets the compatibility requirements for
the zone as the surrounding parcels are zoned Forest Management or Recreation.
14084 Baxter Drive, Suite 7
Baxter, MN 56425
(218) 828-3064
www.communitygrowth.com
