1. INTRODUCTION <br /> The purpose of this policy manual is to establish a uniform and equitable <br /> system of personnel administration for officers and employees of the city. It <br /> establishes a city policy for personnel with respect to appointments, <br /> compensation, leaves of absence, hours of work, discipline, retirement, <br /> elected officials and appointive officers serving for a regular term, and <br /> imposes penalties for acts made unlawful by the policy. <br /> A printed copy of this manual will be available for inspection by any person <br /> at the office of the City Clerk. <br /> The forgoing policies are unilaterally created and implemented by the City <br /> and are intended to serve only as guides for employment. These provisions <br /> do not establish terms and shall not be construed as contractual provisions. <br /> They are not intended to be all inclusive or to cover every situation which <br /> may arise. These policies may be amended at the sole discretion of the City <br /> Council and will supersede all previous personnel policies. Revisions and <br /> amendments shall become effective upon approval of the City Council. <br /> SCOPE <br /> Except as otherwise specifically provided, these policies apply to all <br /> employees of the City except the following: <br /> 1. All elected officials <br /> 2. The City attorney, engineer, surveyor, certified public accountant, <br /> auditor and health officer <br /> 3. Appointed members of City boards, commissions and committees <br /> DEFINITIONS <br /> The following definitions are presented to ensure a clear understanding of <br /> the terms and to provide continuity in the materials presented in this manual. <br /> 1. Probationary Employee: An employee who has been employed by the <br /> City for less than six (6) months and is on probation as set out in Section 2. <br /> The City may extend the probationary period for an additional six (6) <br /> months upon recommendation of the department head or city council liaison. <br /> 1 <br />
