Pequot Lakes,Minnesota Rate Analysis Proposal,May 26,2006,Page 3 of 4 Your staff will gather the basic data for me using my data sheets if,and as,they find them useful.These sheets are available on my Web site at www.carlbrownconsulting.com or I can e- mail them to you.Your staff will frequently find it more convenient to simply make copies of existing documents that contain the information called for in the data sheets and send those to me.I will guide your staff and answer any questions they have as they gather data.Send documents and information to me,preferably by e-mail,but fax and land mail submittals are fine,too. You should not wait until you have all the data assembled before sending it to me.Rather, send me whatever is readily available when it is available so I can work on that while you gather other data.If some of your data is in,or it can be converted to MS Word,Excel,Access,Rich Text or Adobe Acrobat program formats;e-mail that data to me at carlbrown@mchsi.com to save time. 11meline This timeline starts with your acceptance of the proposal for the rate analysis by June 12, 2006.My goal is to complete the analyses in time to support your next budgeting cycle and adjust rates by the first day of your next fiscal year.These dates are for illustration purposes and not intended as deadlines. Date Action June 12, 2oo6 You notify me in a letter by mail or by e-mail that you have accepted the base rate analysis service proposal.You may accept or reject my proposal for optional services at that time or later,as you desire. By June 23 You deliver to me the completed data sheets and/or the data called for in the sheets that is in other usable formats and all other information needed for the analysis.This date would put you on track to adjust your rates by June 1 and the analysis would enable you to more easily and accurately set your budget for next year. By July 5 I will draft the analyses,corresponding frequently with you to verify data, discuss the draft analyses,desired goals and user charge rates to achieve those goals and to do all things necessary to prepare the final results. By July 15 I will forward to you the final results by e-mail,if I have received all of the needed data and information.Otherwise,I will submit the final analysis results within 10 days after receiving the last piece of data needed to produce the analysis. Around August 15 I will present the results,my proposed rate adjustments or other topics useful to you at meetings of your council and your ratepayers,if you choose this option. Investment These are your complete investments for my services,materials and travel costs,based upon the service descriptions above: Base service,water rate analysis—$4,260 Option 1,wastewater rate analysis—$1,420 Option 2,one on-site visit—$1,470 Option 3,one follow-up examination and rate adjustment recommendation for one system in each of the two years following the analysis— $285 for each such examination preformed for each year Thus,your base investment for the water rate analysis will be$4,260.If you have me also analyze your wastewater rates the total would be$5,680.If you have me do everything that is proposed the total would be$8,290.
