City Engineer Proposals <br /> The Council received proposals for engineering services from S.E.H. and <br /> Widseth Smith Nolting. It was the consensus of the Council to continue working <br /> with WSN for 2004. <br /> 7.3. Resolution Allowing Reimbursement of Down Payment on Liberty Tool Building <br /> COUNCIL MEMBER JOHNSON MOVED TO ADOPT RESOLUTION NO. 04- <br /> 001, A RESOLUTION ESTABLISHING PROCEDURES RELATING TO <br /> COMPLIANCE WITH REIMBURSEMENT BOND REGULATIONS UNDER THE <br /> INTERNAL REVENUE CODE. COUNCIL MEMBER BOLZ-ANDOLSHEK <br /> SECONDED THE MOTION. MOTION CARRIED 6-0. <br /> The City Clerk noted that this would allow the City to repay the $25,000 earnest <br /> money for the Liberty Tool Building through the bonding process, if bonding was <br /> imprit purchase the building. <br /> 7.4. Bids and Quotes for City Projects <br /> Discussion was held regarding whether the City should require quoteDATING <br /> projects under the required bidding amount of$35,000. <br /> COUNCIL MEMBER RYAN MOVED TO ADOPT A CITY POLICY ST <br /> THAT ANY CAPITAL EXPENDITURE OF OVER $2,000 BE REQUIGET AT LEAST TWO QUOTES. COUNCIL MEMBER BOLZ-ANDO <br /> NDED THE MOTION. MOTION CARRIED 6-0. <br /> 7.5. Request by Clerk to Attend TIF Seminar <br /> COUNCIL MEMBER JOHNSON MOVED TO AUTHORIZE THE CLERK TO <br /> ATTEND THE TIF SEMINAR. COUNCIL MEMBER BOLZ-ANDOLSHEK <br /> SECONDED THE MOTION. MOTION CARRIED 6-0. <br /> 7.6. Section 125 Flexible Benefit for City Employees <br /> The City Clerk explained the flexible spending cafeteria plan to the Council. <br /> COUNCIL MEMBER AKERSON MOVED TO APPROVE THE FLEXIBLE <br /> SPENDING PLAN FOR THE CITY EMPLOYEES AT $500 ANNUALLY AND <br /> $3.50 PER MONTH PER PARTICIPATING EMPLOYEE. COUNCIL MEMBER <br /> \., RYAN SECONDED THE MOTION. MOTION CARRIED 6-0. <br />
