5. Rezoning from Rural Residential to Rural Residential (RR), Parcel # 290031101A00009, <br /> Bonnie Watt, property owner. The property in question is located on the north side of the City <br /> on County Road 112. The property is about 10 acres in size and was zoned Rural Residential <br /> under the previous Ordinance. <br /> s <br /> t ' <br /> -,f <br /> n <br /> P <br /> 3 <br /> r <br /> IJ I <br /> I <br /> This property has not yet been rezoned as a separate public hearing had been requested by the <br /> property owner. The proposed new zone for the property would be Rural Residential, following <br /> the standards adopted in the new Ordinance. The property owner has requested that the property <br /> be rezoned to Commercial District. <br /> The Planning Commission is recommending that the property be zoned Rural Residential. This <br /> recommendation is based on the following findings of fact: <br /> 1. The rezoning to Rural Residential is consistent with the City's Comprehensive Plan and <br /> Future Land Use Map,which designates this property as a Rural Residential. <br /> 2. The present land use tax classification of the parcel is for seasonal residential. <br /> 3. The landowner's stated desire to zone the parcel to Commercial would be inconsistent <br /> with the City's Comprehensive Plan and Future Land Use Map, which designates this <br /> area as a Rural Residential area. The partial commercial zoning would also be considered <br /> to be spot zoning, granting this property owner special privileges unafforded to those <br /> neighboring properties within the City boundaries. <br /> 4. Rezoning to Commercial would be inconsistent with the immediate surrounding land use <br /> pattern.
