MOTIONS Phrase motion so maker can agree with motion <br /> Member is restricted from speaking against his or her motion, but can <br /> Vote against the motion. <br /> Once a motion is made, someone must second it, this person does not <br /> have to agree with the motion made, only that the issue should be <br /> discussed <br /> Maker of the motion is the first to speak and sell the motion. <br /> Issues are not debatable until motions are made and restated by <br /> secretary <br /> DISCUSSION <br /> While a motion is pending, members can amend it,postpone it,put it <br /> aside, send it to a committee. <br /> If Discussion wanders, Chair "Is there any further discussion on motion <br /> made" <br /> Non-members do not speak unless given permission <br /> Only one person speak at a time, beginning with the person who made <br /> the motion <br /> Anyone who has not spoken gets recognized before anyone who has <br /> spoken <br /> No member shall speak more than two times on any one motion, on any <br /> one day. <br /> A speech can be 10 minutes-otherwise a motion: "I move that the debate <br /> on the pending motion be closed and we proceed to vote at (time) <br /> If one member dominates the debate that reduces the rights of the other <br /> members <br /> Do not speak until called on by presiding officer <br /> SIDE CONVERSATIONS ARE NOT ALLOWED <br /> Incorrect information can be corrected by calling to the inaccuracy <br /> In most meetings recognition is done by simply raising a hand <br />
