CoMuNrry GxowTH IxsTITuTE Expmms
Planners for the Community Growth Institute are retained to provide expertise in the
more complex zoning administration issues and to serve as City Planner, coordinating
and overseeing the City's long-term planning efforts. The year 2005 was the busiest in
terms of total number of hearings and applications that required planning effort,in
addition to the complexities of a complete rewrite of the City's land use and subdivision
ordinance as well as a city-wide rezoning.
Planning expenses are tracked in comparison to the estimated budget established at the
beginning of the year. Extra expenses, those not budgeted for but directly reimbursable
from an applicant as per the City's policies, are tracked separately.
Budgeted expenses for Planning and Zoning activities totaled $14,455 for the year,
which was slightly below the budget of$14,830.
CGI Expenses&CGI Budget
$2,500.00
y n t CGI Expenses
$2,000.00 a
■CGI Budget
$1,500.00
Od
$1,000.00
$500.00
$0.00
Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec
It is important to understand what these expenses are for and what the revenue stream
that pays for them is.
The $14,455 amount is the amount the City of Pequot Lakes paid the Community
Growth Institute to process variances, conditional use permits, rezoning requests and
subdivisions. Processing includes communication with applicants, site visits,
preparation of the monthly Planning and Zoning agenda, preparation of reports for the
Planning Commission and the public, distribution of reports, attendance at Planning
Commission meetings, reports to the City Council and attendance at City Council
meetings. It also includes additional time spent work,t:g on complex or difficult day-to-
day issues, often enforcements or non-routine o-'-dance interpretations.
CITY OF!Ti'.JOT IAKEs PLANNING AND ZONING 5 REPORT E7
