STAFF REPORT <br /> Application: Rezoning from Residential to Shoreline Residential <br /> Parcel#291230000110009,John and Rebecca Hurst,properly owners <br /> Parcel#291230000120009,Roger Prigge,property owner <br /> Applicant: City of Pequot Lakes <br /> Background: The subject properties are located just to the west of Wilderness Point on the <br /> northern shore of Middle Cullen Lake. The properties measure 29,829 square feet and 35,816 <br /> square feet in size,with each containing residential structures.The properties were both zoned <br /> Residential under the previous Ordinance. <br /> These properties were pulled out of the City-wide rezoning last year and this is their separate <br /> public hearing to rezone to a classification in compliance with the new Land Use Ordinance.The <br /> proposed new zoning classification is to Shoreline Residential. <br /> Applicable Statutes: Section 5.1,Subdivision 7 outlines the criteria that should be considered <br /> when amending the official zoning map or establishing a zoning classification: <br /> A. Preservation of natural sensitive areas. <br /> B. Present ownership and development. <br /> C. Shoreland soil types and their engineering capabilities. <br /> D. Topographic characteristics. <br /> E. Vegetative cover. <br /> F. In-water physical characteristics. <br /> G. Recreational use of surface water. <br /> H.
