1. The rezoning to Rural Residential is consistent with the City's Comprehensive Plan and
Future Land Use Map,which designates this property as a Rural Residential.
2. The rezoning to Agriculture would not be consistent with the City's Future Land Use
Map, although the area to the west of this property is designated as future Agriculture
area on the Map.
3. The rezoning to Rural Residential would not meet the compatibility requirements for the
Rural Residential zone, which indicates that the zone may not be completely surrounded
by Forest Management and Agriculture zones.
4. The property does not meet the minimum lot size of 5 acres for the Rural Residential
zone,as it is just under 2 acres in size.
5. The current property owner has a purchase agreement in place with the owner of the
property surrounding the subject property.
6. The adjoining property is zoned Agriculture, and the future property owner has indicated
that he would like to have the subject property zoned likewise.
7. The subject property,on its own, does not meet the minimum lot size of 20 acres for the
Agriculture zone, being just under 2 acres in size. The purchase agreement in place
would combine the subject property with the adjoining, surrounding property, which in
total does meet the minimum lot size and dimension requirements for the Agriculture
zone.
8. While the City has sought to avoid downzoning properties, in this case, the future
property owner has requested to be rezoned to Agriculture.
Planning Commission Direction: The Planning Commission can recommend that the City
Council approve, deny, or table this rezoning.
.. Staff Recommendation: Based on the findings of fact presented in this report, the Staff
recommends that the property in question be rezoned to Agriculture. Given the purchase
agreement and the plans to combine this property with the surrounding zoning classification,
this zoning classification is the most sensible option.
City of Pequot Lakes Staff Report 6-3
December 14,2oo6
