The <br /> support I am seeking is to have the City request from MNDOT an extension of the reduced speed limit <br /> on south Highway 371, at least as far as Pillsbury Street. The extension would be for a distance of 1/3 <br /> mile. <br /> The reason for this request is solely for safety concerns. Within this 1/3 mile distance exists four <br /> business accesses and two street accesses. MNDOT has participated in several access studies that show <br /> a correlation between number of accesses, speed and accidents. One such study was done by Jay Blake <br /> while he was with SEH, and involved Highway 371. As I remember this study, it would support a lower <br /> speed limit. <br /> MNDOT painted a left turn lane for northbound traffic to turn onto Pillsbury Street,but has not installed <br /> a right turn lane for southbound traffic. I have observed several southbound vehicles using this turn lane <br /> illegally, as they use it to pass right-turning vehicles. One morning I even saw a MNDOT vehicle using <br /> the turn lane illegally. This illegal practice is further supported with statements made by our police <br /> chief, Jerry Braam,that citations have been issued. He has indicated to me his willingness to write a <br /> letter of support for this extension. <br /> Finally, as the City continues to rebuild Oak Street South, more and more vehicles will be using <br /> Pillsbury Street to access Highway 371. Most of those vehicles will be turning south. If the reduced <br /> speed limit was extended to Pillsbury Street, these vehicles would have a safer access. <br /> Thank you for your consideration of this request. <br /> 9/26/2007 <br />
