City Council Minutes <br /> August 7,2007 <br /> Page 6 of 12 <br /> ---------------------------- <br /> presented a proposal from Region to conduct a survey. The purpose of <br /> the survey is to gather more information on the direct economic impact of <br /> the alternate route on businesses in the City. Lisa explained that the <br /> Chamber feels there is a gap in the data and information received from <br /> Jon Commers. <br /> Cheryal Hills reviewed the proposal, the services included in the proposal, <br /> and the cost. Lisa Paxton indicated that the Chamber is requesting the <br /> City's financial support for the survey. <br /> Council Member Nagel questioned if the information from this proposal <br /> would be sufficient or would further data be required. Lisa indicated she <br /> felt this would fill in the missing pieces. She also noted that the information <br /> from this survey will not change the outcome of the route but hoped the <br /> Council would consider the information from the survey before signing off <br /> on municipal consent. Council Member Nagel indicated that speed is of <br /> the essence. <br /> Council Member Sjoblad noted that the City just paid Jon Commers for a <br /> study and questioned whether the City should finance another study. He <br /> �. stated that perhaps the City should use the money for the beginning of a <br /> revolving loan for businesses. <br /> COUNCIL MEMBER RYAN MOVED TO ACCEPT THE PROPOSAL <br /> FROM REGION FIVE FOR AN ECONOMIC IMPACT SURVEY OF THE <br /> ALTERNATE ROUTE WITH THE CITY PAYING TWO-THIRDS OF THE <br /> STUDY TO BE FUNDED BY THE HIGHWAY 371 FUND. COUNCIL <br /> MEMBER NAGEL SECONDED THE MOTION. <br /> Council Member Ryan stated that 3 Y years was spent studying the <br /> through town route. He noted that it would be prudent to give sufficient <br /> time to thoroughly study the alternate route. <br /> AYES: COUNCIL MEMBER NAGEL, COUNCIL MEMBER RYAN <br /> NAYES: MAYOR MALECHA, COUNCIL MEMBER SJOBLAD, <br /> COUNCIL MEMBER ORASKOVICH. MOTION FAILED 2-3 <br /> COUNCIL MEMBER NAGEL MOVED TO ACCEPT THE PROPOSAL <br /> FROM REGION FIVE FOR AN ECONOMIC IMPACT SURVEY OF THE <br /> ALTERNATE ROUTE WITH THE CITY PAYING ONE-THIRD OF THE <br /> STUDY TO BE FUNDED BY THE HIGHWAY 371 FUND. COUNCIL <br /> MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 5-0. <br />
