City Council Minutes August 7,2007 Page 6 of 12 ---------------------------- presented a proposal from Region to conduct a survey. The purpose of the survey is to gather more information on the direct economic impact of the alternate route on businesses in the City. Lisa explained that the Chamber feels there is a gap in the data and information received from Jon Commers. Cheryal Hills reviewed the proposal, the services included in the proposal, and the cost. Lisa Paxton indicated that the Chamber is requesting the City's financial support for the survey. Council Member Nagel questioned if the information from this proposal would be sufficient or would further data be required. Lisa indicated she felt this would fill in the missing pieces. She also noted that the information from this survey will not change the outcome of the route but hoped the Council would consider the information from the survey before signing off on municipal consent. Council Member Nagel indicated that speed is of the essence. Council Member Sjoblad noted that the City just paid Jon Commers for a study and questioned whether the City should finance another study. He �. stated that perhaps the City should use the money for the beginning of a revolving loan for businesses. COUNCIL MEMBER RYAN MOVED TO ACCEPT THE PROPOSAL FROM REGION FIVE FOR AN ECONOMIC IMPACT SURVEY OF THE ALTERNATE ROUTE WITH THE CITY PAYING TWO-THIRDS OF THE STUDY TO BE FUNDED BY THE HIGHWAY 371 FUND. COUNCIL MEMBER NAGEL SECONDED THE MOTION. Council Member Ryan stated that 3 Y years was spent studying the through town route. He noted that it would be prudent to give sufficient time to thoroughly study the alternate route. AYES: COUNCIL MEMBER NAGEL, COUNCIL MEMBER RYAN NAYES: MAYOR MALECHA, COUNCIL MEMBER SJOBLAD, COUNCIL MEMBER ORASKOVICH. MOTION FAILED 2-3 COUNCIL MEMBER NAGEL MOVED TO ACCEPT THE PROPOSAL FROM REGION FIVE FOR AN ECONOMIC IMPACT SURVEY OF THE ALTERNATE ROUTE WITH THE CITY PAYING ONE-THIRD OF THE STUDY TO BE FUNDED BY THE HIGHWAY 371 FUND. COUNCIL MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 5-0.
