Memo <br /> June 19,2007 <br /> Page 3 of 4 <br /> 18. Since the Residential Category makes up the majority of parcels, to simplify the system, many <br /> Cities set an average size for a residential parcel to be used in the above formula. The average <br /> acreage of a Residential lot in Pequot Lakes is 0.333 (1/3) acres. Actual acreages are used for the <br /> remaining categories. <br /> 19. While a category, due to the difficulty in billing, presently the Vacant Category does not have <br /> any parcels being billed. <br /> 20. Funds from this Utility can then be used by the City to plan, study, design, construct, and <br /> replace storm drainage facilities in the City. <br /> 21. 1 believe an Ordinance establishing this Utility was adopted by the City in 1998. <br /> B. Present Ordinance <br /> 1. Ordinance No. 178, An Ordinance Relating to the Storm Sewer System, establishes a storm <br /> sewer drainage system for the City along with a procedure for calculating storm water drainage <br /> fees. <br /> 2. 1 have heard some comments that it should not be a Storm "Sewer' Utility; it should be <br /> a Storm "Water Management" Utility. This is probably a better description. A switch in category <br /> names from Commercial, Industrial & Institutional to Non-residential may be in order too. The City <br /> Attorney may need to be consulted, but I believe the Council can modify this Ordinance as such. <br /> 3. Probably a more substantive modification is if the Council would want to add new classes - see <br /> topic C below. <br /> C. Options for Including Former Township Areas <br /> 1. The present system of classes can be applied to parcels and properties in the former Township <br /> area. We can assist the City Clerk's office as needed on this. <br /> 2. Another option is to create a new or multiple new classes for parcels and properties in the former <br /> Township area. Note that if a new class or new classes were created, parcels and properties in the <br /> former City area would need to be reviewed to see if they would switch classes. <br /> D. Parcel Information <br /> While we have not at this point determined which of the existing categories each of the former <br /> township parcels would fall (this would take some time and effort), they can be broken down by <br /> acreage as follows: <br /> Parcel Size (Acres) Number of Parcels <br /> 0 -2.4 942 <br /> 2.5 -9.9 124 <br /> 10-39.9 152 <br /> 40 and up 105 <br /> Total: 1,323 Parcels <br />
