CommuNiTYGROWTH N S T 1 T U T E MEMORANDUM Date: April 19, 2007 To: Sandy Peine Dawn Bittner Paul Sandelin Tim Houle From: Charles Marohn Cc: Mayor and City Council Planning Commission Re: Final Plat Processing Based on explicit and direct guidance from the Planning Commission at tonight's meeting, I am writing to clarify the City's policies and procedures for the processing of final plats. The Planning Commission directed the following: `., 1. All submittals required for a final plat are to be provided by the applicant. The City Staff is to review and provide comment on the submittals that are provided. The City Staff, in their capacity as City Officials, will not be responsible for preparing submittals. 2. Every submittal that is required for processing of a final plat is to be provided by the application deadline. The City will not accept applications for final plat that lack a complete set of submittals. By the very purpose of having a review of a "final" plat, future final plats must be approved without the need for conditions. It is the Staff s responsibility to ensure that all submittals are received before an application is accepted and that those submittals are then reviewed and issues addressed in a timely manner. The Planning Commission wants to review a complete set of staff-approved submittals as part of their preparation for the public hearing. This means our staff review will need to be finalized, including any outstanding issues worked out, at least eight days prior to the meeting. The Planning Department will coordinate the timely distribution of submittals, including setting internal deadlines for review and comment.
