Involved in the financing of over one billion dollars <br /> of public projects as project manager for a national advisory firm, Commers also <br /> brings substantive experience working in the policy arenas of transportation, <br /> education, and taxation. <br /> In addition to his work with Donjek,Jon is an appointee to the Saint Paul Planning <br /> Commission and chair of a task force charged with updating the transportation <br /> chapter of the City's comprehensive plan. He recently completed service as chair of a <br /> task force examining the impact of property tax structure on development along <br /> University Avenue in Saint Paul,the preferred alignment for the City's first light rail <br /> transit line. He is a past Fellow in the University of Minnesota's Humphrey Institute <br /> Policy Forum, and has taught as an Adjunct Professor of Economics at the College of <br /> Saint Catherine.Jon holds a Master's degree in Business Administration in Finance <br /> (University of Saint Thomas, Saint Paul,MN) and a Bachelor's degree in History and <br /> Political Economy(Carleton College,Northfield,MN). <br /> Sample of Recent Related Projects <br /> Economic impact study for Superior National Forest: Provided critique of Federal <br /> study designed to evaluate economic impact of changed logging policy in northern <br /> Minnesota forest lands. <br /> Open space economic impact and property tax impact analysis for downtown <br /> Minneapolis sites: Provided research on a range of prospective sites for park <br /> conversion,built a tool allowing users to evaluate impacts of changes in the real estate <br /> market in the immediate area, and evaluated a sample of available financing <br /> mechanisms. <br /> Modeling affordable housing programs: Constructed for foundations a comprehensive <br /> model to evaluate feasibility of housing programs with variations in several dozen <br /> assumptions. <br /> City finance planning model: Created custom analytic tools for the City of Lawrence, <br /> Kansas to explore various financial models including utility fees, "pay-as-you-go,"and <br /> general obligation and revenue bond issuance. <br />
