April 13, 2007
The Honorable Mayor Cathy Malecha
Members of the City Council
City of Pequot Lakes
City Hall
4638 County Rd 11
Pequot Lakes,MN 56472
Mayor Malecha and City Council Members:
Thank you for the opportunity to submit an expanded proposal to you related to
efforts to evaluate the future of Highway 371 in Pequot Lakes. There are many facets
to this type of planning, as reflected in the broad categories put forth in the web site
established for the Alternate Route Study Group: Technical and engineering, design,
planning, environmental, and financial concerns are each crucial to consider. As
Donjek's principal, I am pleased to submit my interest in joining the project team as
consultant on tax base impact analysis. The intent of this letter is to suggest a scope of
consultation, convey prospective budget expectations, and offer an inventory of
background and current skills.
Scope of Consultation
As articulated by the Study Group, the City's priorities in the financial area focus on
addressing the following questions for two scenarios (expanded capacity on current
road alignment versus alternative alignment east of downtown):
•What is the economic impact of each development scenario on existing businesses?
•What is the economic impact of each development scenario on new business opportunities?
•What impacts doe each development scenario have on the tax base of the City?
•What is the cost to the City compared to the benefits the City will receive in each
development scenario?
•What can be done to help businesses impacted by an alternate route if the City chooses to
proceed with a realignment east of downtown?
