April 23, 2007 <br /> TO: City of Pequot Lakes <br /> FR: Scott Pederson <br /> RE: Nordenstua on Sibley <br /> Dear Mayor and City Council, <br /> This note is in regards to the appeal to park fees and my Nordenstua development. <br /> At the February 6, 2007 council meeting, the council directed staff to develop a new process and <br /> formula for park fees and that the process be completed within 60 days. We are now well beyond <br /> the 60 days and I am still in limbo. <br /> P&Z reviewed a new park fee plan at their March meeting. Revisions were made and the plan was <br /> again on the P&Z agenda at their April meeting. Due to the late hour, discussion and vote on the <br /> item was tabled. The new plan has a formula that will meet the new State Statutes. <br /> The two part formula is based on the following: (a complete explanation can be found in the April <br /> P&Z staff report) <br /> 1. average number of people per household x number of units in the subdivision x .015 acre = park <br /> land dedication area(acres) <br /> 2. park land dedication area(acres)x undeveloped land value=park dedication fee ($) <br /> (Using current 2007 numbers the total fee per unit is $915) <br /> In addition: subdivisions with open space would receive a credit equal to 2.5% of the total area of <br /> buildable land set aside as open space. <br /> If the numbers were plugged in for the 13 unit Nordenstua development,the park dedication fee <br /> before the open space credit would be $11,895. The credit for the 11.9 acres of open space(9 acres <br /> buildable)would be $5850 resulting in a fee of$6045 or$465 per unit. <br /> When park fees were discussed during final plat approval at the January P&Z meeting, I was asked <br /> what I felt was fair and the minutes show that my response was $500 per unit. This was the same <br /> exact amount charged to Wilderness Point Villas on Middle Cullen. A similar development in that it <br /> was on a lake and was designed with 40% open space. (Nordenstua has over 80% open space <br /> resulting in much less density) <br /> I need to have this matter resolved. At this time I would be willing to hold to my statement of$500 <br /> per unit and would request that the council act on it at their May meeting. 60 days has come and <br /> gone and by the time P&Z meets again it will have been 100 days and counting. <br /> Thank you <br /> Scott Pederson <br />
