A meeting may be conducted using interactive television under certain <br /> circumstances.When a council meeting is conducted via interactive television, <br /> each councilmember participating in the meeting,wherever he or she is <br /> located,is considered present at the meeting for purposes of determining <br /> quorum and participation.A meeting may be conducted via interactive <br /> television if the following conditions are met: <br /> • All members of the council participating in the meeting,wherever their <br /> physical location,can hear and see one another and also hear and see all <br /> discussion and testimony presented at any location at which at least one <br /> councilmember is present. <br /> • Members of the public present at the council's regular meeting location <br /> can hear and see all discussion,testimony,and council votes. <br /> • At least one member of the council is physically present at the regular <br /> meeting location. <br /> • Each location at which a councilmember is present is open and accessible <br /> to the public. <br /> • In addition to the notice required for the meeting,if it were not held via <br /> interactive television,the city must also post notice at the regular meeting <br /> site and at each of the sites from which a councilmember will be <br /> participating in the meeting. <br /> If interactive television is used to conduct a meeting,the council must allow a <br /> person,to the extent practical,to monitor the meeting electronically from a <br /> remote location.The council may require the person to pay for the <br /> documented marginal costs that the city incurs as a result of the additional <br /> connection. <br /> 22 League of Minnesota Cities <br />
