We are interested in performing the services.Following is our response. Qualifications Carl Brown—I will do all or almost all of the project.I have been doing rate analysis and infrastructure asset management,finance and related work for about the last 14 years.I have performed over 12o rate studies to-date.I am the primary developer of a public domain rate analysis program called"Show-me Ratemaker"that is probably the most popular program of its kind in the U.S.And,I train community leaders and assistance providers all over the U.S.on rate analysis and asset management. Jacki Hicks—If she participates,Ms.Hick's role will be technical—building models and testing data.Ms.Hicks is the company vice-president.Ms.Hicks holds a master's degree in business administration with a major in accounting.Ms. Hicks has over ten years of experience in user charge analysis and financial assurance and has provided analysis training to practitioners.She also developed the early models of the"Show-me Ratemaker"program.
