Preparation of Draft Report <br /> The ultimate result of this project will be a report on the City's sewer and water utility <br /> rates that will include: <br /> • Historical usage data <br /> • Historical financial data for the sewer and water utilities <br /> • Projected usage <br /> • Projected costs <br /> • Recommended rate structure for the City's sanitary sewer and water utilities <br /> 3. Presentation of Draft Report <br /> Similar to the coordination meeting, we anticipate presentation of the draft report to City <br /> Staff involved with sewer and water operations, along with responsible Council Liaisons. <br /> Feedback from this meeting will be incorporated into the draft report for presentation to <br /> the City Council. <br /> 4. Presentation of Report to Council <br /> As part of either a regularly-scheduled Council meeting, or a meeting called for this <br /> specific purpose, we will present our report and recommendations to the Council for its <br /> consideration. <br /> As a part of this process, we anticipate working closing with the City Council, Staff, Planning <br /> Commission, and its other consultants. In addition to their valued specific expertise and <br /> opinions, we would anticipate soliciting participation during this process as follows: <br /> City Council—general policy direction as to which parties (adjacent property owners, <br /> systems users, City residents) should bear the cost of: <br /> • Major replacement projects <br /> • Operation and maintenance <br /> • Expansion of the system <br /> City Staff—supplement our existing background information and data regarding: <br /> • Existing valuation of system components ("book value") <br /> • Present and past revenues for sanitary sewer and water utilities <br /> • Present and past usage data for sanitary sewer and water utilities <br /> • Historical capital outlays for sanitary sewer and water utilities <br /> While our schedule for completion of the above tasks is dependant to a certain extent on the <br /> timeliness of Council and Staff input as described above, we expect, based upon past <br /> experience in working with the City, that this process can be completed within 60 days of <br /> authorization to proceed. <br /> MAProposals\2007 Proposals\L.etter Proposals\Pequot Lakes-Utility Rate Study-Proposal-020107.doc <br />
