Water Rates
The projected water rates needed to pay for the operation and expansion of the system are
listed in Attachment C. The proposed rate increase for 2007 is 10% for residential and
commercial users, 7% in 2008, and 5% annually thereafter. Because of the rate structure
implemented in 2006, the typical resident will pay more for water used for sprinkling
than the will for water used in dail activities.
Minimum charge 13% 7% 5% 5% 5%
10,000-30,000 gallons 13% 7% 5% 5% 5%
Over 30,000 gallons 20% 7% 5% 5% 5%
Minimum Charge per connection $26.87 $30.36 $35.74 $37.52 $39.40 $41.37
Quarterly Bill for Average _
Family $72.60 $82.04 596.66 $101.39 $106.46 $111.78
(using 27,000 gallons per quarter)
Connection Fees
The proposed water connection fees are as follows:
2006 2007 2008 2009 2010 2011
Percent Increase 10% 19% 8% 8% 8% 8%
Connection Fee 3,938 4,689 5,064 5,469 5,906 6,379
Connection fees are paid at the time a builder or homeowner pulls a building permit. It is
our experience that, out of necessity, most cities do increase hook-up fees substantially
when growth is requiring the installation of new water supply, storage, and distribution
infrastructure. The chart on the following page (Attachment A) shows Medina's water
and sanitary sewer hook-up fees as compared to other developing cities.
I
3060 Centre Pointe Drive (651)697-8546 Fax:(651)697-8555
Roseville,MN 55113-1105 jcook@ehlers-inc.com
3 http://www.ehlers-inc.com
