All of the recreational vehicle sites are accessible via proposed private drives within the <br /> development. These private drives access Hurtig Road at two points on the western <br /> portion of the property. <br /> 7. The proposed layout of the properties is compatible with the layout of adjacent <br /> properties and will not constrain the future development of adjoining properties. The <br /> property is bounded by State Highway 371 to the east and Hurtig Road to the west. The <br /> proposal does not contain any provisions that would hinder development on adjoining <br /> properties to the north or the south. <br /> 8. The proposed recreational vehicle lots are at consistent angles to the proposed roadways <br /> within the developments. There are no unnecessary bends or jogs in the proposed lot <br /> lines. <br /> 9. Proposed common buildings and facilities will be located on commonly owned property <br /> within the development. <br /> 10. The proposed development maintains a 5o-foot buffer along all property boundaries. <br /> THE PLANNING COMMISSION FURTHER RECOMMENDS THAT THE PLAT <br /> BE APPROVED SUBJECT TO THE FOLLOWING CONDITIONS: <br /> 1. The resort shall develop an internal permitting process to monitor improvements to the <br /> sites that would increase the amount of impervious coverage. Overall impervious <br /> coverage shall not exceed an average of 1,500 square feet per site. The location of <br /> impervious areas shall not be allowed to exceed the design standards for any of the <br /> drainage areas. A report on impervious coverage shall be submitted to the City annually <br /> for review. This program shall be established within the covenants for this development. <br /> The covenants, including this program, shall be reviewed during the final plat process <br /> and shall be modified at that time as per the direction of the Planning Commission. <br /> 2. The private road may only be utilized by the occupant of Lot 1, except in an emergency <br /> situation where there shall be no restriction. <br /> 2. HEARING: Ordinance Amendment Governing the Operation and Rehabilitation <br /> of Extractive Uses,City of Pequot Lakes,applicant. <br /> The Planning Commission has been working to tighten up the language in Section 8.5 <br /> pertaining to Extractive Uses and Restoration, with the goal of ensuring that enough <br /> information is provided to appropriately review an application, and to protect the long-term <br /> interests of the community. As such the Staff has worked to amend the existing Ordinance, <br /> referring to Ordinances in place in both Cass and Crow Wing Counties, along with other <br /> Ordinances from area communities. <br /> THE PLANNING COMMISSION IS UNANIMOUSLY RECOMMENDING THE <br /> ADOPTION OF THE FOLLOWING AMENDMENTS TO SECTION 8.5 OF THE <br /> LAND USE ORDINANCE(additions are underlined, deletions are stricken): <br /> 1. In all districts where permitted, as defined in Section 6.4 Extractive Use Overlay District, <br /> mining shall be permitted only by CUP. Such permit shall include as a condition: site <br /> plan, a completion plan, and a haul route plan with provision for road restoration as <br /> provide below. An approved extractive use CUP shall be used solely for the operations <br /> detailed in the permit. <br /> 2.
