INTRODUCTION <br /> The Control of Hazardous Energy (Lockout/Tagout) Regulation <br /> The purpose of this program is to provide written procedures that are used by <br /> personnel to effectively control hazardous energy sources while conducting <br /> maintenance and service operations on equipment. The intent of this program is to <br /> comply with the Occupational Safety and Health Administration (OSHA) <br /> lockout/tagout standard (29 CFR 1910.147). <br /> The Lockout/Tagout program is developed so that all potential hazardous energy <br /> sources are identified,isolated, and locked or tagged-out before starting service and <br /> maintenance of equipment where unexpected start up,release of stored energy, or <br /> energization could result in injury or death to employees. The basic provisions of the <br /> program include: <br /> • Establishing an energy control procedure for machines or <br /> equipment that require lockout/tagout. The procedure will <br /> be reviewed on at least an annual basis. <br /> • Providing necessary hardware to isolate,block, or otherwise <br /> `-' eliminate applicable energy sources. <br /> • Providing standardized lockout/tagout devices that are made of <br /> durable material and are capable of withstanding environmental <br /> conditions. These devices will identify the authorized employee <br /> who attached them. <br /> • Locking or tagging energy "cutoff" (isolating) devices before <br /> service or maintenance operations begin to protect employees <br /> from hazardous energy sources. <br /> • Using lockout devices on equipment or a machine whenever it <br /> is able to accept a lock. Otherwise,tagout devices and <br /> additional steps for employee protection are used. <br /> • Identifying authorized employees to lockout or tagout equipment. <br /> Unauthorized persons shall not remove,operate, or tamper with <br /> any lockout and tagout devices. <br /> • Conducting appropriate employee training regarding the lockout/ <br /> tagout program. <br /> This manual contains the checklists, outlines and other forms that will assist the City of <br /> Pequot Lakes in the Lockout/Tagout program. <br /> OSHA/Safety Assistance 05/2005 <br /> Lockout/TagOut <br />
