WIDSETH <br /> SMITH <br /> February 6, 2007 MOLTING <br /> Honorable Mayor and Council Members <br /> City of Pequot Lakes <br /> 4638 County Road 11 <br /> Pequot Lakes, MN 56472-0361 <br /> RE: Proposal for Engineering Services <br /> Inland Trails Road and Gravdahl Drive Improvements <br /> Pequot Lakes, MN <br /> Honorable Mayor and Council Members: <br /> The City of Pequot Lakes is considering reconstructing Inland Trails Road and Gravdahl Drive as part of <br /> its annual construction program. We anticipate that these will be combined into one overall project to <br /> maximize efficiencies in both our services and in the construction contractor's services. <br /> These roads are platted, presently unpaved, and have some drainage issues. The City is proposing to <br /> survey and engineer necessary ditching, culverts, Class 5 aggregate base, and bituminous paving. <br /> While these road projects may seem similar to road improvements undertaken in recent years, we expect <br /> that in both cases Right-of-Way and/or easement acquisitions will require a more substantial surveying <br /> effort. We would be pleased to discuss this aspect in more detail and possibly adjust the tasks in our <br /> proposal based upon the City's requirements. <br /> We propose to perform the following tasks for these improvements: <br /> • Obtain the plats from the City <br /> • Obtain utility information for the proposed project via a Gopher State One-Call design locate and <br /> show this information on the construction plans <br /> • Field survey topography and pick up any visible property corners <br /> • Prepare property descriptions for easements or Right-of-Way where necessary <br /> • Prepare construction drawings, including plan and profile sheets, erosion control sheets, and <br /> cross sections <br /> • Prepare construction specifications/Contract Manual <br /> • Estimate quantities <br /> • Assist the City in obtaining a MPCA General Stormwater Permit, including preparation of a storm <br /> water pollution prevention plan (SWPPP). <br /> + Prepare an Advertisement for Bids and assist the City in distributing <br /> + Attend Bid Opening and review bids with the City <br /> + Provide one set of roadway subgrade stakes during the construction phase of the project <br /> It is our understanding the City will observe construction. <br /> It is important to note that as with any construction, there may need to be modifications made to the <br /> quantities in the field. As such, we recommend the City set aside a contingency of about 10%of the <br /> contractor's bid. <br /> It is our understanding that this will not be a special assessment project, so we have not included any <br /> time to assist the City with such activities. <br /> We propose to perform our services on an hourly basis, in accordance with the attached fee schedule. <br /> To perform the above tasks,we estimate our effort at$33,000.
