WIDSETH SMITH February 6, 2007 MOLTING Honorable Mayor and Council Members City of Pequot Lakes 4638 County Road 11 Pequot Lakes, MN 56472-0361 RE: Proposal for Engineering Services Inland Trails Road and Gravdahl Drive Improvements Pequot Lakes, MN Honorable Mayor and Council Members: The City of Pequot Lakes is considering reconstructing Inland Trails Road and Gravdahl Drive as part of its annual construction program. We anticipate that these will be combined into one overall project to maximize efficiencies in both our services and in the construction contractor's services. These roads are platted, presently unpaved, and have some drainage issues. The City is proposing to survey and engineer necessary ditching, culverts, Class 5 aggregate base, and bituminous paving. While these road projects may seem similar to road improvements undertaken in recent years, we expect that in both cases Right-of-Way and/or easement acquisitions will require a more substantial surveying effort. We would be pleased to discuss this aspect in more detail and possibly adjust the tasks in our proposal based upon the City's requirements. We propose to perform the following tasks for these improvements: • Obtain the plats from the City • Obtain utility information for the proposed project via a Gopher State One-Call design locate and show this information on the construction plans • Field survey topography and pick up any visible property corners • Prepare property descriptions for easements or Right-of-Way where necessary • Prepare construction drawings, including plan and profile sheets, erosion control sheets, and cross sections • Prepare construction specifications/Contract Manual • Estimate quantities • Assist the City in obtaining a MPCA General Stormwater Permit, including preparation of a storm water pollution prevention plan (SWPPP). + Prepare an Advertisement for Bids and assist the City in distributing + Attend Bid Opening and review bids with the City + Provide one set of roadway subgrade stakes during the construction phase of the project It is our understanding the City will observe construction. It is important to note that as with any construction, there may need to be modifications made to the quantities in the field. As such, we recommend the City set aside a contingency of about 10%of the contractor's bid. It is our understanding that this will not be a special assessment project, so we have not included any time to assist the City with such activities. We propose to perform our services on an hourly basis, in accordance with the attached fee schedule. To perform the above tasks,we estimate our effort at$33,000.
