Recommendation#1: Changes to the Fee Schedule <br /> We are recommending that conditional use hearing fees be raised by$50 to equal the <br /> variance fees. As a city, we have at least as much effort for a conditional use permit <br /> (CUP) as we do a variance. For some CUP's, such as the RV Resort or the Trailside <br /> Estates conservation subdivision,the effort is much greater. The City's expenses include <br /> meeting costs,publishing of notices,preparation and mailing of notices to surrounding <br /> property owners, staff review and report preparation, Planning Commission meeting and <br /> final notification of the Council, applicant and any interested parties. The application fee <br /> covers the first iteration of this process,the costs of which nearly always exceed the <br /> permit fee. Also note that the proposed fee is in line with those charged by the County <br /> and surrounding communities. <br /> We are also recommending that our fee for rezoning requests be brought up to the level <br /> of a conditional use permit or a variance. This would mean an increase of$100 to $350. <br /> Over the past 18 months, the City has invested a great deal of time and effort to update <br /> the zoning map,responding to public input and concerns to the greatest degree possible. <br /> A rezoning process will cost the City as much as a hearing for a CUP or variance. Since <br /> the time and energy has been spent getting the current document in place,there does not <br /> seem to be a reason to further subsidize requests to rezone. <br /> Finally, we are recommending in our End of the Year Report that the City establish a <br /> Design Review Team and designate a Development Coordinator for large development <br /> projects. Subdivision by plat can be quite complex,particularly for large projects, and <br /> our current process has not been adequate to shepherd good developments through to <br /> successful approval in a reasonable timeframe. A new approach,which would separate <br /> large and small developments into different processes, is recommended.
