STAFF REPORT <br /> Application: Ordinance Amendment to Increase Accessory Structure Size in the Shoreline <br /> Residential Zone <br /> Applicant: City of Pequot Lakes <br /> Background:The City of Pequot Lakes,as did the former Sibley Township,currently limits the <br /> cumulative size of accessory structures on a property. Although the primary reason for this <br /> restriction would be to avoid the cluttered appearance of large, accessory structures <br /> concentrated in a neighborhood, there are a number of other reasons to support this type of <br /> regulation,including tax base,stormwater control,and limits on guest houses and density. <br /> For shoreline properties, the total cumulative accessory structure provided for is 1,28o square <br /> feet. While Commission members seem to be comfortable with this standard for the first tier <br /> from the lake, members have indicated that they would like to consider a "sliding scale" for <br /> parcels that may have greater area and greater depth. At the previous Planning Commission <br /> meeting,the proposed amendment had been discussed, and suggestions for changes were made. <br /> The goal is to provide for increases in additional cumulative accessory structure size based on <br /> the lake classification of the lake and the size of the property beyond the first tier. <br /> Planning Commission Direction:The Planning Commission can choose to recommend that <br /> the City Council approve or deny the proposed Ordinance amendments. The Planning <br /> Commission may also choose to table the matter at this time if more information is needed. <br /> Staff Recommendation: The Staff proposes the following Ordinance amendment related to <br /> accessory structure sizes in the Shoreline Residential(SR)district: <br /> Section s.8, Subdivision 4 <br /> J. Accessory Structure Size. Where a parcel contains buildable land area outside of <br /> the Required OHW Setback listed in the following table, additional accessory <br /> structure size cumulative maximum may be constructed on the parcel outside of <br /> the setbacks listed below and at a rate consistent with the following table: <br /> Required OHW Square feet of additional accessory <br /> Lake Classification Setback structure per 1,000 square feet of land <br /> area beyond required setback <br /> General Development 300 feet 64 <br /> Recreational Development 300 feet 32 <br /> Natural Environment 400 feet 16 <br /> City of Pequot Lakes Staff Report 3_1 <br /> November 16,2Oo6 <br />
