Segment #b: This segment was identified in the Comprehensive Plan (page 74) as an <br /> important future improvement, although it was noted as a short-term strategy that there <br /> may be grade problems with the steep slopes in this area. <br /> Segment #7: Creation of this segment would require filling of wetland area and would <br /> induce development encroachment on Lund Lake. (Note: the size of Lund Lake is more <br /> accurately shown in the maps within the Comprehensive Plan). This is a low-density <br /> development area where this road segment would not be necessary. We recommend <br /> removing this section. <br /> Segment #8: Construction of this segment would require filling of wetland. This was <br /> discussed and analyzed with the Island Vista plat, approved in 2005. At that time, the <br /> City did not require the developer to extend the roadway to the northern property line as <br /> extension of the roadway was not deemed to be feasible. A lake lot was created where <br /> the road would be extended. We recommend removal of this segment. <br /> Segments #11, #12 and #14: It is unclear what these segments are designed to serve. <br /> The Comprehensive Plan identifies the need for a north/south route on the east side of TH <br /> 371. The Comprehensive Plan identifies an alignment near the one shown as Segment <br /> #13, extending it north to County Road 11. Such a segment would provide the <br /> redundancy needed without constructing #11, #12 or #14. These segments are <br /> particularly problematic since they segment some of the most important natural areas of <br /> the City. Constructing these segments would require filling of wetland, bisecting of core <br /> forest habitat and impact to rare species habitat. For these reasons, these areas are <br /> designated for low-density development, thus making the roads unnecessary and not <br /> likely to pay for themselves. We recommend removing#12 and #14 and realigning #11 <br /> to the west to continue#13 northward to connect to County Road 11 or to Segment#10. <br /> Comprehensive Plan: The Comprehensive Plan contains a number of City policies <br /> regarding the transportation system One policy on page 73 states, "Direct new <br /> residential growth toward existing roads and limit the amount of roads in new <br /> developments. Residential growth is rapidly occurring in Pequot Lakes and will continue <br /> to occur in the rural areas whether the City promotes it or not. Development in the <br /> remote areas of the City is more costly to maintain and provide service than development <br /> closer to the downtown or along existing roadways. There is no need to subsidize <br /> development, either directly or indirectly, outside of the downtown area, especially when <br /> doing so increases City expenses more than a development of equal size that is more <br /> efficiently located." Some of the roads contained in this road plan run counter to these <br /> City policies. <br /> We recommend referring to the transportation section of the Comprehensive Plan, <br /> particularly page 74 and 75, which detail necessary future road improvements. If a <br /> variation of the proposed Road Plan is adopted by the City, it should be integrated into <br /> the Comprehensive Plan. <br />
