STAFF REPORT <br /> Application: Final Plat of Trailside Estates <br /> Applicant: Carl&Colleen Smith <br /> Background Information: The property in question is located just north of downtown on <br /> County Road 112, with the southern parcel zoned Urban Residential and the northern parcel <br /> zoned Transition Residential. The applicant proposes to subdivide this property <br /> using Rural Conservation standards into 53 residential lots,with three outlots reserved for trail <br /> access, vegetative buffer, and drainage purposes. The plat proposes one access off of County <br /> Road 112 to the property and the applicant proposes to extend City sewer services to the plat. <br /> Applicable Statutes: To obtain final plat approval, an applicant must fulfill the final plat <br /> requirements contained in the Ordinance and must also meet any conditions imposed by the <br /> City during the preliminary plat approval. The applicant received approval of the preliminary <br /> plat,in May,subject to the following condition: <br /> 1. Prior to submission of a final plat application,the current property owner shall make an <br /> application for a metes and bounds subdivision to create the property included in this <br /> plat request. Acceptance of a final plat application shall be contingent on approval of the <br /> metes and bounds request. <br /> 2. Prior to the submission of a final plat application,the following shall occur: <br /> a. The applicant shall submit association documents to the City Attorney for review <br /> and approval.The documents shall address the following,at a minimum: <br /> i.
