` STAFF REPORT <br /> Item: Accessory Structure Discussion <br /> Background:The City of Pequot Lakes,as did the former Sibley Township,currently limits the <br /> cumulative size of accessory structures on a property. Although the primary reason for this <br /> regulation would be to avoid the cluttered feel of large,accessory structures,there are a number <br /> of other reasons,including tax base,runoff and limitations on guest houses and density. <br /> For shoreline properties, the total cumulative accessory structure provided for is 1,280 square <br /> feet. While Commission members seem to be comfortable with this standard for the first tier <br /> from the lake, members have indicated that they would like to consider a "sliding scale" for <br /> parcels that may have greater area and greater depth. <br /> Section 8.2,Subdivision 5(PUD standards)establishes tiers based on lake classification. <br /> Shoreland Tier Dimensions <br /> Unsewered Sewered <br /> (feet) (feet) <br /> Gen develop lakes - first tier 200 200 <br /> Gen develop lakes- second and <br /> additional tiers, 267 267 <br /> Recreational Development—all tiers 267 267 <br /> Natural Environment lakes—all tiers 400 320 <br /> To establish a sliding scale, a new ordinance could limit construction to 1,280, but in the first <br /> tier as opposed to the entire lot. Outside of the first tier,a scale based on the current bulk ratio <br /> (mass of structure/land area)can be added: <br /> General Development= 1,280/20,000 <br /> =64 s.f.structure per i,000 s.f.of land area beyond first tier <br /> Recreational Development= 1,280/40,000 <br /> =32 s.f.structure per 1,00o s.f.of land area beyond first tier <br /> Natural Environment= 1,280/80,000 <br /> = 16 s.f.structure per 1,00o s.f.of land area beyond first tier <br /> For a GD lot with 30,000 square feet and loo-feet of shoreline, the property could have 1,280 <br /> square feet of accessory structure in the first tier and then could have beyond the first tier. <br /> (Area beyond first tier)x (ratio) _(structure size) <br /> (30,000-20,000) x (64/1,000) = 640 square feet <br /> We would need to decide whether or not we would allow transfer of structure size from one tier <br /> closer to further tiers.
