COUNCIL MEETING RULES
MOTIONS
• Phrase motion so maker is in agreement with motion.
• Member is restricted from speaking against his or her motion, but can vote against
the motion.
• Once a motion is made, someone must second it prior to any discussion; this
person does not have to agree with the motion, only that the issue should be
discussed.
• Maker of the motion is the first to speak and sell the motion.
• Issues are not debatable until motions are made and restated by secretary or
Mayor.
DISCUSSION
• While a motion is pending, members can amend it, postpone it,put it aside, or
send it to a committee.
• If Discussion wanders, Mayor: "Is there any further discussion on motion made?"
• Non-members do not speak unless given permission.
• Only one person may speak at a time, beginning with the person who made the
motion.
• Anyone who has not spoken gets recognized before anyone who has spoken.
• No member shall speak more than two times on any one motion, on any one day.
• A speech can be 10 minutes-otherwise a motion: "I move that the debate on the j
pending motion be closed and we proceed to vote at (time)."
• Do not speak until called on by the Mayor.
• SIDE CONVERSATIONS ARE NOT ALLOWED.
• Incorrect information can be corrected by calling to the inaccuracy.
• In most meetings recognition is done by simply raising a hand and being
recognized by the Mayor, or by addressing the Mayor—Madam/Mister Mayor.
. • Roll call vote is done alphabetical with Mayor last i.e. Andolshek, Greer,Nagel,
Pfeiffer, Ryan, Sjoblad, Malecha.
