STAFF REPORT <br /> Item: Recreational Vehicle Resort Overlay District <br /> Background: The City recently adopted an amendment to the Ordinance for a Recreational <br /> Vehicle Resort Overlay District. In using the Ordinance,it has come to the Staffs attention that <br /> there are some minor changes that need to be made for consistency.Specifically,the name of the <br /> overlay district is not consistent throughout the section, being referred to as the Campground <br /> Overlay District in some places. <br /> The Staff proposes the following changes to Section 6.3 of the Ordinance (changes are <br /> underlined): <br /> 6.3 Recreational Vehicle Resort Overlay District(m- <br /> i. Purpose and Intent:The Recreational Vehicle Resort Overlay District(RV)is intended to <br /> provide for Recreational Vehicle Resort developments and individual ownership of sites <br /> within such developments. The intent is to allow for economically feasible options for <br /> such uses and to designate areas in the City where developments of this type are <br /> appropriate to maintain the character of the underlying zoning district and to be <br /> compatible with the surrounding neighborhood. <br /> 2. Minimum Lot Size. The minimum lot size required for establishment of a Recreational <br /> Vehicle Resort as defined by this overlay district is 4o acres. <br /> 3. Standards.All Recreational Vehicle Resort developments applying for conditional permit <br /> within the Recreational Vehicle Resort Overlay District must meet the criteria and <br /> standards set forth in Section 8.4 Campgrounds/Campsites and Section 8.2 Planned <br /> Unit Development of this Ordinance in addition to the standards contained in this <br /> Section of the Ordinance, unless otherwise indicated or waived by the Planning <br /> Commission. <br /> 4. Density.Within the overlay district,for the development of a Recreation Vehicle Resort, <br /> there shall be no density limitation. The minimum standards for site sizing and <br /> buffering contained in Sections 8.2 and 8.4 shall be strictly adhered to. Final density <br /> allowed shall be based on an evaluation of the criteria in Section 8.2 and Section 8.4 and <br /> an evaluation of the ability of the site to support the proposed level of density. <br /> 5. Administration and maintenance requirements. Prior to final approval of any <br /> Recreational Vehicle Resort containing individually-owned sites or units, the City will <br /> require adequate provisions developed for preservation and maintenance in perpetuity <br /> of open space and for the continued existence and functioning of the development as a <br /> community. <br /> a. Association membership must be mandatory for each camping unit or site <br /> purchaser and any successive purchaser. <br /> b. Each member must pay a pro rata share of the association's expenses,and unpaid <br /> assessments can become liens on units or sites. <br /> c. Assessments must be adjustable to accommodate changing conditions. <br /> d. The association must be responsible for insurance,taxes, and maintenance of all <br /> commonly owned property and facilities. <br /> e. Changes to the owners'association must be approved by the City. <br /> In addition to those changes noted above, it has also come to the Staffs attention that the <br /> overlay district does not address allowed impervious coverage limits in the district. As it is <br /> currently written,the Ordinance requires that al recreational vehicle resorts meet the underlying <br /> zoning requirements for impervious coverage.
