` STAFF REPORT <br /> Application: Sketch Plan Review of Potential Planned Unit Development <br /> Applicant: Jann Blesener <br /> Background: Ms. Blesener has submitted a sketch for a planned unit development to be <br /> located on the southwestern shore of West Twin Lake, a General Development (GD) lake. The <br /> property is just over 5 acres in size, has approximately 18o feet of shoreline, and is currently <br /> zoned Shoreline Residential. Presently,the property is two individual properties,both of which <br /> have existing houses and accessory structures. <br /> Applicable Statutes: Section 5.8 indicates that the purpose and intent of the Shoreline <br /> Residential zone is to provide a zoning classification for riparian residential development.The <br /> zone ma or may not be served by municipal sewer and water,depending on availability. <br /> The Land Use Matrix (Section 5.15) lists planned unit developments as conditional uses in the <br /> Shoreline Residential zone. As such, a planned unit development must meet the applicable <br /> requirements of the underlying zoning district, the planned unit development process, and the <br /> conditional use permit process. <br /> Underlving Zoning: Section 5.8 lists the following lot, use, and density requirements that are <br /> applicable to this development proposal: <br /> LotWidth at OHW—feet,minimum................................................................................100 <br /> Setback,right-of-way,local streets—feet,minimum........................................................10 <br /> Setback,OHW—feet,minimum.................................. .....................................................75 <br /> Setback,side—feet,minimum............................................................................................10 <br /> Imperviouscoverage—maximum...................................................................................20% <br /> Maximum Density.........................................................................1 unit/20,000 square feet <br /> Planned Unit Development: Section 8.2 lists the provisions for planned unit developments. <br /> Subdivision 2 directs the City to consider the following criteria in the examination of a parcel for <br /> suitability as a PUD: <br /> 1. Existing recreational use of the surface waters and likely increases in use associated with <br /> planned unit developments. <br /> 2. Physical and aesthetic impacts of increased density. <br /> 3. Suitability of lands for the planned unit development approach. <br /> 4. Level of current development in the area. <br /> 5. Amount and types of ownership of undeveloped lands. <br /> 6. Size of the parcel and amount,if any,of shoreline. <br /> Section 8.2 Subd. 3 lists the design criteria for all new PUDs including provisions for buffers, <br /> open space, common space, stormwater management, sanitary sewer and water supply <br /> standards,erosion control,lighting,shore recreation facilities,and building standards. <br /> Issues to consider with the development proposal include the following: <br /> 1. What will the recreational impact on the shoreline be?There are a lot of units accessing a <br /> small amount of shoreline. This amount of shoreline is not even large enough for two <br /> individual properties under current lot width standards,yet the Ordinance does not set a <br /> distinct minimum requirement for the amount of shoreline. <br /> City of Pequot Lakes Staff Report 7-1 <br /> February 16,2oo6 <br />
