STAFF REPORT <br /> Application: Ordinance Amendment to Increase the Impervious Coverage Limit in the Light <br /> Industrial and Commercial Zones <br /> Applicant: City of Pequot Lakes <br /> Background Information: There has been some discussion by the Planning Commission <br /> regarding whether the current impervious coverage limits for the Commercial and Industrial <br /> zones are too restrictive.The Ordinance currently sets the impervious coverage limit at 25% for <br /> both the Commercial the Light Industrial zones. <br /> At last month's regularly scheduled meeting, the Planning Commission discussed amending the <br /> Ordinance to increase impervious coverage limits to allow increases in impervious coverage in <br /> both the Commercial and Light Industrial zones. In the Commercial zone, an increase up to a <br /> total of 50% coverage would be allowed through the conditional use permitting process with an <br /> approved stormwater management plan for a 10-year stormwater event. In the Light Industrial <br /> zone, the base impervious coverage limit would be increased to 50%. An increase up to go% <br /> would be permitted in areas where municipal storm sewer is available with a conditional use <br /> permit and increased vegetation placed within the setbacks. <br /> Planning Commission Direction:At this time,the draft is open to revisions, comments,or <br /> suggestions from the Planning Commission and the public. As this is a public hearing, the <br /> Planning Commission can choose to recommend to the City Council that the Land Use and <br /> Subdivision Ordinance be amended to include the language and items contained herein. <br /> Dram Ordinance Language: <br /> Section 5.10, Subdivision 4A,containing performance standards for the Commercial zone, shall <br /> be amended to read as follows(changes indicated in underlined text): <br /> A. Impervious Coverage.Impervious coverage may be increased by up to 2z%,not to exceed <br /> so% of the propggL through a conditional use permit if the following information is <br /> provided and approved by the City: <br /> i. A stormwater retention plan showing containment of a Io-year. 24-hour <br /> storm event on the parcel. <br /> Section 5.13, Subdivision 3, containing the Lot, Use, and Density Requirements, shall be <br /> amended from 25%as the"Impervious surface—percent,maximum"number to 5g%. <br /> L Z <br /> Section 5.13, Subdivision 4A,containing performance standards for the Eat zone,shall <br /> be amended to read as follows(changes indicated in underlined text): <br /> A. Impervious Coverage. Impervious coverage may be increased up to w0991 through a <br /> conditional use permit on properties where municipal storm sewer is available if the <br /> following is provided: <br /> i. A vegetation plan for the perimeter of the property that that increases vegetation <br /> within the setbacks. <br /> ii.
