l STAFF REPORT <br /> Application: Conditional Use Permit for the RV Resort Village at the Preserve <br /> Applicant: Dan Helbling <br /> Background: The applicant owns 54 acres of property along the west side of Highway 371 a <br /> little over two miles south of downtown Pequot Lakes. A 120 unit Recreational Vehicle (Rvo <br /> Resort is proposed for the site. The primary access to the resort is proposed to be off of Hurtig <br /> Road,with a second access utilizing an existing access point along Highway 371. The property is <br /> zoned Agriculture (AG) and falls within the Recreation Vehicle Resort Overlay District. <br /> Recreational amenities, shared facilities, fenced storage, sewage treatment and stormwater <br /> management are proposed to be provided on site. <br /> The applicant has prepared a draft Environmental Assessment Worksheet (RAW) for the <br /> project. <br /> This project requires a Conditional Use Permit. The standards for approval include those for a <br /> campground, which includes the provisions of a Planned Unit Development, as well as those <br /> contained in the Overlay District. <br /> Applicable Statutes:The Recreation Vehicle Resort Overlay District provides for Recreational <br /> Vehicle Resort developments and individual ownership of sites within such developments. <br /> Section 6.3, Subdivision 2 states that the overlay district must have a minimum lot size of 40 <br /> acres. <br /> `.• Section 6.3, Subdivision 3 indicates that Recreational Vehicle Resort developments must meet <br /> the criteria and standards set forth in Section 84 Campgrounds/Campsites and Section 8.2 <br /> Planned Unit Development, unless there is a specific waiver of the requirement is waived by the <br /> Planning Commission. <br /> Other standards included in Section 6.3 include: <br /> 4. Impervious Coverge.The maximum impervious coverage for properties falling within the <br /> Recreational Vehicle Resort Overlay District is 25%. Impervious coverage may be <br /> increased to 30%of the total property through the conditional use permitting process if <br /> the following is provided to and approved by the City: <br /> C. A stormwater retention plan that manages and retains water from a 10-year, 24- <br /> hour storm event on the parcel. <br /> D. Direct runoff of stormwater to adjacent properties and wetlands shall be <br /> eliminated through the use of berms, infiltration ponds, swales, filtration strips, <br /> or other permanent means. <br /> 5. Density.Within the overlay district,for the development of a Recreation Vehicle Resort, <br /> there shall be no density limitation.The minimum standards for site sizing and buffering <br /> contained in Sections 8.2 and 8.4 shall be strictly adhered to. Final density allowed shall <br /> be based on an evaluation of the criteria in Section 8.2 and Section 8.4 and an evaluation <br /> of the ability of the site to support the proposed level of density. <br /> 6. Administration and maintenance requirements. Prior to final approval of any <br /> Recreational Vehicle Resort containing individually-owned sites or units, the City will <br /> require adequate provisions developed for preservation and maintenance in perpetuity <br /> of open space and for the continued existence and functioning of the development as a <br /> community. <br /> City of Pequot Lakes Staff Report 5-1 <br /> March 16,2Oo6 <br />
