✓ STAFF REPORT
Application: Increase in Impervious Coverage Limits,RV Resort Overlay District
Applicant: City of Pequot Lakes
Background: The City recently adopted an amendment to the Ordinance for a Recreational
Vehicle Resort Overlay District. In using the Ordinance, it has come to the Staffs attention that
there are some minor changes that need to be made for consistency.Specifically, the name of the
overlay district is not consistent throughout the section, being referred to as the Campground
Overlay District in some places.
In addition to those changes noted above, it has also come to the Staffs attention that the
overlay district does not address allowed impervious coverage limits in the district. As it is
currently written, the Ordinance requires that all recreational vehicle resorts meet the
underlying zoning requirements for impervious coverage. The majority of the land that falls
within this Overlay District has an underlying zoning classification of Agriculture or Forest
Management, both of which have maximum impervious coverage limits of io%.
The impervious coverage limit seems to be a restrictive factor in the viability of a development of
this sort. Given the requirements for stormwater management and soil erosion control that
accompany the planned unit development process, the Staff feels that the impervious coverage
limit could be increased. Discussion at the previous Planning Commission meeting indicated
that impervious coverage could be increased to 25%across the entire overlay district.
The Staff proposes the following changes to Section 6.3 of the Ordinance (changes are
underlined):
6.3 Recreational Vehicle Resort Overlay District(RV).
i. Purpose and Intent:The Recreational Vehicle Resort Overlay District(RV)is intended to
provide for Recreational Vehicle Resort developments and individual ownership of sites
within such developments. The intent is to allow for economically feasible options for
such uses and to designate areas in the City where developments of this type are
appropriate to maintain the character of the underlying zoning district and to be
compatible with the surrounding neighborhood.
2. Minimum Lot Size. The minimum lot size required for establishment of a Recreational
Vehicle Resort as defined by this overlay district is 4o acres.
3. Standards. All Recreational Vehicle Resort developments applying for conditional permit
within the Recreational Vehicle Resort Overlay District must meet the criteria and
standards set forth in Section 8.4 Campgrounds/Campsites and Section 8.2 Planned
Unit Development of this Ordinance in addition to the standards contained in this
Section of the Ordinance, unless otherwise indicated herein or waived by the Planning
Commission.
4. Impervious Coverge The maximum impervious coverage for Rro=ies falling within the
Recreational Vehicle Resort Overlay District js 2S%!Impervious coverage may—IX
increased to go%of the total property through the conditional use permitting process if
the following is provided to and approved by the Cit.
A. A stormwater retention plan that manages and retains water from a io-year. 2a-
hour storm event on the parcel.
B. Direct runoff of stormwater to adjacent properties and wetlands shall be
eliminated through the use of berms infiltration ponds swales filtration strips
or other permanent means.
City of Pequot Lakes Staff Report 4-1
March 16,2Oo6
