STAFF REPORT <br /> Application: Conditional Use Permit for the Crafter Outlet Mall <br /> Applicant: Rob Van Valkenburg <br /> Background: The property in question is located on State Highway 371 just south of <br /> downtown and is 12.73 acres in size.The property is currently zoned Commercial and does not <br /> contain any structures or improvements.The western and eastern property boundaries are lined <br /> with trees, but the majority of the property is largely covered in field grasses and is relatively <br /> flat. <br /> A } <br /> --- <br /> 'i <br /> The applicant proposes to construct two buildings to serve as a Crafter Outlet Mall for 75 <br /> percent of the time,with boat winterization and storage during the off-season.The two proposed <br /> buildings measure 24,000 square feet each, with a third storage building measuring 4,i6o <br /> square feet. The total proposed impervious coverage would be 4.2 acres, or about 37•/6 of the <br /> property. <br /> In consideration of the potential for a backage road to be constructed along the eastern <br /> boundary of the subject property, the applicant has indicated the potential location of this road <br /> on the survey submitted with the application.The total property area less the area that could be <br /> taken as right-of--way for the backage road would then be 11.5 acres. The impervious coverage <br /> listed above is based on the total property area being 11.5 acres. <br /> Applicable Statutes: The purpose and intent of the Commercial zone is to provide a zoning <br /> classification for commercial uses oriented around the automobile. Parcels are larger than in the <br /> Downtown Mixed Use zone in order to provide on-site parking, on-site stormwater facilities, as <br /> well as on-site water supply and sewage treatment where municipal utilities are not immediately <br /> available(Section 5.10). <br /> City of Pequot Lakes Staff Report 9-1 <br /> April 20,2006 <br />
